Task description

from chris: It seemed to say that you need something extra to program cvs... this is not the case. Our cv programming can be done from far more places than commercial systems, can be done more easily even without jmri ( for example setting or reading a loco address without having to manipulate the long/short flags).
It's also much faster than most systems, and has extensive tuning facilities to handle reluctant decoders and a comprehensive diagnostic facility to troubleshoot issues.....
