Unable to re-enable data points after attempting to deactivate all of them #54

When users attempt to re-enable data points that were previously deactivated, the system does not allow the reactivation.
Steps to Reproduce:

Create data point graph with multiple data points
Try disabling all the data points from graph tile
Attempt to re-enable any of the deactivated data points

Expected Behavior:
Users should be able to re-enable previously deactivated data points.

Actual Behavior:
The system prevents users from re-enabling the deactivated data points.
