On other, non-homepage sites, the navigation is hidden and is toggled via a hamburger icon next to the site name. The homepage doesn't get this same site name so there's not a place where that toggle icon is placed.

Given the lack of space in the top bar with the logo, search, and translate elements, we think it's best to put the menu in its own bar underneath:
