Description

As an implementor, I want to modify the LMD GHOST algorithm so that ties are broken in favor of higher hash tree roots, so that ties are effectively handled and that Artemis' fork choice rule complies with the beacon chain spec.

Acceptance Criteria

  • In the case that LMD GHOST ties, break tie by favoring higher hash tree root.
