Store gRPC definitions for Quorum plugin interfaces.
Changes in a definition will dispatch an repository_dispatch event via Github Actions workflow to the corresponding SDK repository which then generates SDK source code.
This repository is also served as Git submodule in order to generate documentation for the supported plugin interfaces.
