Initiate Airplay/cast within the App

Is it possible to start discovery, listen to Apple TVs and connect to one within the App and without enabling mirroring manually?

After the devices are listed, I try to pick Apple TV, App shows error message popup "Mirroring Required. Enable Airplay mirroring to connect to this device".

Is Apple limiting access to AirPlay and mirroring capabilities in its public APIs and Cordova/Native Apps cannot handle it?
