🐞 Tooltips on buttons are not working

Description

Buttons below the toolbar don't show their tooltips anymore. For example, in Xcode, the Filter input at the bottom of the project navigator would have tooltips on each of the buttons.

To Reproduce

Hover your mouse over any button under the toolbar part of the UI.

Expected Behavior

There should be a tooltip that appears after hovering over the button for a short time.
