It would be nice to have a LICENSE file in the root of the repository that contains the licensing information. I see that individual files have a header which says GPL (for the handful I looked at), which is good. But it's always nice to be able to pull up a repo and see the license at a quick glance.
Also, I found some contradictory information here, in the Release Notes section:
As in its previous version, all components developed as part of the CloudSim Toolkit are open
source released under the Apache license to encourage innovation and pass full freedom to our users.
So yeah, just clarifying the exact details of the license and putting it in a root LICENSE file would probably help people who are looking at the project.
