Is your feature request related to a problem? Please describe.

For supernatural powers especially, it's very difficult to affect NPCs without doing so using the dialogue menu. This sometimes works, but is inconvenient in some cases (such as when you're trying to make an NPC go hostile if you're using telepathy on them, or some kind of Cause Fear spell), since you'd have to open a dialogue after casting the spell and select additional options to trigger the effect.

Solution you would like.

Expose effects like hostile, flee, leave, etc., to EoC, the way that #70594 did for "wants_to_talk"

Describe alternatives you have considered.

Additional context

Thinking of this for MoM telepathy, but it would be useful for XE vampires too.
