"tools_needed" does not appear to be working

Describe the bug

Serums can be consumed without having a syringe anywhere in the vicinity.

Steps To Reproduce

Steps to reproduce the behavior:

1. Ensure that you have no syringes nearby. I started a new character with no options, dumped my gear on the shelter floor, then went downstairs and double checked that there weren't any secret basement syringes in the area.
2. Debug spawn a unit of mutagenic serum contained within a test tube.
3. Eat the serum.

Expected behavior

Due to serums having "tools_needed": "syringe" they should not be able to be consumed in this state. I remember this being the case some time in the past but have not paid that much attention to my consumption of mutagen in a very long time.
