Discord natively only offers the "Manage Emojis and Stickers" permission. As such, if admins only want to allow users to upload new emoji while not being able to mess with existing ones, there is not a native way to do this in Discord.

ClemBot could provide this functionality through the feature I proposed above while utilizing the claims list. This could also be expanded by adding claims for emote_delete and/or emote_modify as well as tracking which user "owns"/uploaded each emoji. Tracking the number of uses of an emoji and having a ranked list would also be really cool (not to mention useful for identifying unused emojis).

Thoughts?
