Weekly email should send to emergency contacts as well #193

In addition to the google group, the weekly cron should email all the addresses in the emergency (unscheduled) notifications list.

If we post to the google group as well as sending an individual email to each emergency contact, some people will get multiple emails. We don't really know who that will be, since we don't know who is in the google group.
