Pull parking meters from GIS

We should look into pulling parking meter reservations from the T2 system. That's the official system for keeping track of these things, in the first place. Right now, employees have to do entry into four different computer systems for a single parking meter reservation.

The parking meters have been mapped in our GIS system. Instead of trying to integrate with T2, we should write a parking meter service that integrates with our GeoServer.

We will probably need to integrate with our parking meters database as well. Employees will need to search and choose parking meters they are reserving. This would best be done from our meter_monitor application.

Once we have a chosen parking meters, we can get the coordinates to place on the map from our GIS geoserver.
