This isn't ready. It fails the K8s end-to-end test. I've gone back and forth on this being ready so much that I'll just close this and open a new PR once it's ready. |

Enable Kubernetes by default. This is another extraction from #1133 and is blocked by #1298 (when that's merged this should be rebased)
@zoza1982: see cfce74e in reference to #1301. If you'd like to add on additional functionality, this would be a good branch to do it. :)
