  • Installs cleanly on a fresh build of most recent master branch
  • Upgrades cleanly from the most recent release
  • Updates documentation relevant to the changes

Untested, waiting on CI build.

Must be merged after #1281

CI build failing on docker, doesn't look related. Passed on AWS, GCE.

We should also look to replace consul-wait-for-leader.sh with smlr. A check on http://127.0.0.1/v1/catalog/nodes will return 500 until there is a leader.
