Would be nice if the add-on allowed to export only modified/custom rules.

I guess we can’t really export rule deletion under the current format, but I agree that modified and custom rules would be a nice to have. Probably would look into semantics of reimporting them to do that, with not replacing existing rules but correctly replacing modified rules.

Why not?

You could have a field in JSON, i.e. "deleted": true :-)
