Generate offers for CATs instead of XCH #26

Summary
Currently, offers can only be created for XCH.  

EG: chianft submit-spend-bundles -o AMOUNT_IN_MOJOS

Solution
Add flags for passing a CAT’s Asset ID and amount.

This would be more useful if the offer's asset and amount could be set in the CSV file.
