Describe your issue

If the "Show info on hover" setting set to either "Don't show" or "Hold shift", the badge/emote tooltips display an blank box (normally shows the text tooltip for the badge/emote, even if shift is unheld). If set to "Always show", tooltips are unaffected.

Appears to be a regression from 0acbc0d / #4314.
