Blinking map when a label is added in 2D

When viewing the map in 2D at a low altitude, community member @safa833 and I noticed that the map flashes on/off when a label is added to the map. We have noticed this behavior across browsers and operating systems. For the blinking problem to be visible, the map needs to be completely loaded. Thus setTimeout may need to be increased.
