Failed to obtain terrain tile error when using ArcGisImageServerTerrainProvider #4954

Hello,

The following sample throws an error as mentioned below:

An error occurred in "ArcGisImageServerTerrainProvider": Failed to obtain terrain tile X: 1 Y: 0 Level: 0.
