Add filter on resource index page

Add a filter on the resource index page to allow the user to see all a project's resource, regardless of connection (basically the whole resource library).

@wonderchook This hasn't been done yet. It involves adding a dropdown filter above the table with options: project, location, relationship, and party.

oh oops, I read it incorrectly. I thought this just meant showing all the resources in a whole project.
