I'm proposing that instead of removing the info icon in the header, we link it to a modal with a short paragraph explaining the early stage of development and a general email address that the user can contact. Thoughts?

Don't like it. It's like those "Under construction" GIFs from the 90s.

Landmark does this popover on arrival, which I think is too much for us. I like Ushabidi's info modal but we don't have that amount of content yet. How about something in between, like the modal approach with messaging similar to Landmark's? The only users that would see it are those actively seeking assistance by clicking on the info button.
