SMAP: Accessing a location or relationship from url should center on location geometry #1310

Steps to reproduce the error

  • Access a location through a direct URL rather than GUI

Actual behavior

  • Map stays on project extent which is loaded by default

Expected behavior

  • Zoom to current location's geometry.

The current solution for this (in PR #1205) works if the tile has already been loaded. If the location is outside of the project extent, it can't find it (because it doesn't exist yet).
