Project overview UI: description, map, parcel and resource activity (plus UI elements for editing project resources visible to users with sufficient permissions). Also summary statistics for project; this may be all that USERs see.

Project extents (settable and editable by PM+s): draw on map.

PM+s can manage per-user permissions within projects.

DC+s can upload and archive resources for the project.

DC+s can list all resources for projects that they can access (searchable, sortable, filterable list). (This includes both project-level and entity-level resources. The view here should allow filtering by resource type.)
