Proposed solution

We're using Node.js v14 in our GitHub Actions workflows. See if updating to v16 works.

Node.js versions from 16.11.0 and up use NPM v8 which is what we want to use in development.

DoD (Definition of Done)

Workflows pass with new Node.js version
