Use Case Overview
Add the element RecordReferenceIdentifier to all of the IDS tables. The purpose is so that record identifiers such as the Ed-Fi natural key and the SIF RefId's can be tracked to the record/table level in the IDS. Also include the RecordReferenceIdentificationSystem
