Change the definition of Cohort Exclusion
Use Case Description
The current definition of Cohort Exclusion (see below) appears to limit the definition for a single use case. It also indicates in it's first sentence "those persons who..." with one of the options being "Total an permanent disability." "Total and Permanent Disability" is not a person, it is a reason why a person was removed from a cohort. The proposal is to change the definition so that it is limited to providing the reasons why a person was removed from the cohort, not providing program or business rules as to whether that removal was valid.
Current Definition:
Those persons who may be removed (deleted) from a cohort (or subcohort). For the Graduation Rates and Fall Enrollment retention rate reporting, persons may be removed from a cohort if they left the institution for one of the following reasons: death or total and permanent disability; service in the armed forces (including those called to active duty); service with a foreign aid service of the federal government, such as the Peace Corps; or service on official church missions.
Recommended Definition:
The reason why a person was removed from a cohort.
Additionally, add this element to the K12 domain.

Provide information related to why these changes/additions are needed.
