Check yelp-tools presence in configure time #143

yelp-tools is not checked in configure, and its absence causes the build fails with:

make[2]: Entering directory '/build/buzztrax-git/src/buzztrax/docs/help/bt-edit'
Makefile:590: *** missing separator.  Stop.
make[2]: Leaving directory '/build/buzztrax-git/src/buzztrax/docs/help/bt-edit'
make[1]: *** [Makefile:7774: all-recursive] Error 1
make[1]: Leaving directory '/build/buzztrax-git/src/buzztrax'
make: *** [Makefile:3258: all] Error 2

where docs/help/bt-edit/Makefile line 590 contains @YELP_HELP_RULES@

I'll probably make it mandatory (via autogen.sh).
