File Load - "The system cannot find the file specifie"

Hello, I've been working on this for the past few days and I'm stuck at the point of executing the nfldb.sql file. After plugging:

C:\Program Files\PostgreSQL\10\bin>psql.exe -U nfldb nfldb < C:\Users\CAllen\Documents\nfldb.sql\nfldb.sql

I receive: The system cannot find the file specifed. This is driving me insane, what am I doing wrong? I extracted the file and followed the steps numerous different times. Please help! Thank you!
