Want to be able to create collections and then be able to add materials to it to create shells for courses, books, etc. Support these collection operations.

Assigning to Alec, coordinating UI changes with Matthew.

Allow for radial view and harmonization matrix to be instantiated from a collection (the views will only pertain to the materials within the collection).

Let collections also have topics(or tags) that are global to the collection.
