InsertAtoms need to agressively check memory allocations

InsertAtoms can use an extreme amount of memory very easily (think Terabytes). The algorithm needs to aggressively check all memory allocations and resize methods for errors and return properly if those allocations fail. Currently the filter will simply crash the system.
