Add the "Have you been hired?" block on the chat page

As a Talent, I want to be able to notify about hiring before receiving a request from Admin

1. The main chat block contains a block on the chat screen with the title “Have you been hired?”, under a block with information about the potential employer (for Talent)
2. The block “Have you been hired?” has “Yes” and “No” radio buttons and the “Submit” button below
3. When a talent clicks on the “Submit” button, the confirmation window should appear
4. The "Are you sure you want to confirm this action?" confirmation window should have "Yes" and "Cancel" buttons
5. When the talent hovers over the “Submit” button, it should be highlighted in blue
6. After pressing “ Yes” in the confirmation window the notification is sent to Admin
