[Feature] Global floating interaction bar

Problem Description
This is a feature request only for desktop app. In short, I am suggesting a global floating interaction bar that can be triggered by a keyboard shortcut. In this interaction bar, we can interact with model directly and the record of the conversation will also be preserved in app.

I use Alfred (something similar to apple spotlight but have way better customization support) a lot, and they have a chatgpt support. Example: https://alfred.app/workflows/alfredapp/openai/.

I think this is super useful if we can have a similar global bar, that can be triggered anywhere. Imaging, if I am working in terminal in full screen and have a question needs to ask, instead of going to another screen, I can just trigger this floating bar and ask what I want.

Proposed Solution
I don't have a solution, but I think maybe we can extend the search functionality as a start point?

Additional Context
I would image this something similar to this screenshot. In any other window, you can toggle this floating bar and ask. This gives a more seamless experience.
