When accessing Virtual Keys in the UI as an internal_user with a budget of $5 dollars I see what is below the first time I login.
If I navigate away to any other menu item then back to virtual key I'm presented with the following
If I perform a refresh on the virtual keys page the correct information is presented again.
I would expect the virtual keys page to always present the Max Budget for the logged in user.

What happened?
