Custodian Warden's Vexilla has incorrect WS when equipped with axe

When a Custodian Wardens squad is selected to have a model with a Vexilla and you equip that model with a Castellan axe it changes that models WS to a 3+. Then the populates through Yellowscribe to give the whole unit 3+ WS with axes.

Expected behavior
The Vexilla wielding model should keep the 2+ WS of the rest of the unit
