Description:

Push fails if FramingElementDesignProperty/Member type name already exists in Robot, both FullPush/Create and Update only. Currently need to use RemoveFragment to be able to update Robot elements which have member types set.

Steps to reproduce:

Expected behaviour:

Should be able to create and update members with existing FramingElementDesignProperties/Member types.
