Use Microsoft.SecurityInsights/onboardingStates@2024-03-01 as the newly supported way to deploy Sentinel

Use lifecycle destroy = false to remove old LA solution method from state in a non-destructive way

Cannot achieve without breaking changes - postponing to v7
