Currently the "Customer usage attribution ID" is hard coded with product offer values, see PAYG multivm as an example.

Enable user provided value in Build PAYG multivm artifact.

Due to lack of preprocessor solution for the way we use bicep, to publish a test offer plan, developers need to manually unzip the artifact, open the mainTemplate.json file and replace the value, then re-zip the artifact.

This change needs to be applied to all offers.
