Description

conditionally deploy identity spoke as required by customer environment.

Acceptance Criteria

Code is updated and identity spoke is optionally deployed.

If the identity subscription / resources are deployed, all virtual network links for the pvt dns zones should target the identity VNET. If not, leave the links on the hub VNET.
