Deploy Terraform without MLZ-specific scripts

I will be able to clone the repo, open the devcontainer, and execute Terraform CLI commands to deploy Mission LZ. I won't need to invoke any MLZ-specific scripts.

Description

Now that the Terraform deployment under the development branch /bicep is free of MLZ-specific resources like storage accounts and service principals, we should be able to remove the Terraform wrappers in src/scripts and ensure the new documentation that instructs a user to deploy Mission LZ using native Terraform CLI commands is valid and accurate.

Acceptance Criteria

• Remove the MLZ Terraform-wrapper scripts from src/scripts
• Ensure documentation is accurate for deploying using native Terraform CLI commands
• Update quickstart and other documentation removing the mentions of MLZ Terraform-wrapper scripts
