Remote Access Linux VM extension GuestAttestation is failing to deploy successfully. Status is 'Transitioning'

Steps to reproduce the behavior:

  1. Opt in to deploy a Linux VM on the Remote-Access tab of the MLZ deployment

Expected behavior
All 4 four linux VM extension are successfully deployed.

Actual behavior
GuestAttestation extension fails to successfully deploy.

Removing 'enableAutomaticUpgrade: true' from linux-virtual-machine.bicep prevents the extension from attempting an upgrade. The guestattestation extension successfully is applied and MLZ deployment is successful.
