feat: Updated avm/res/automation/automation-account to use the newest solution module

Description

Updated the module to use the newest version of the cross-referenced module br/public:avm/res/operations-management/solution:0.3.0.

Converting back to "draft" until #3718 is merged. Then I will import the gallerySolutionType from the solution module.
