Looks like often successful LintDiff run in ADO properly renders to GitHub as a green check, but the Cosmos DB instance has it stuck in "in_progress" state, which results in all merging requirements met check being stuck in queued.

Closing this as stale as I haven't seen this issue recently. It might have been caused by unknown bugs in implementation that have since been fixed. If it reappears, I will open it again.
