Communication - SMS nightly test runs are failing with:

Stack trace:
AssertionError: expected 'Unknown country code.' to equal 'Invalid To phone number format.'
at assertIsFailureResult (test/public/suites/smsClient.send.ts:14:5 <- dist-test/index.browser.js:47749:18)
at Context. (test/public/suites/smsClient.send.ts:95:11 <- dist-test/index.browser.js:47810:13)
