Only the implementation layer for Key Vault Administration uses AutoRest, the rest of the KV SDKs are hand-written at the moment. There is an open issue for adding code-generation but will be tackled in the future.

Key Vault Administration beta does use AutoRest, though, so I will be adding this change for next month's release.

The implementation layer was regenerated in #21125. I will check if the Security Manager issue is present in the upcoming days.
