Per @marstr and @jhendrixMSFT opening this to track dep GA to see if we want to
get dep from source.

From my side strongly opposing on taking a dependency on a random version that could break anytime because of bugs or because new behavior.

This is applicable to autorest.go, for the SDK we build dep from source.
