[Feature Request]: Add support for customer-managed keys

Description

Customers deploying AMBA while having requirements for enabling customer-managed keys (like when using the policies for Financial Services Industry (FSI) Landing Zones) can currently not enable this through the parameters file, they need to achieve this by some other method.

More specifically they would have to set the property checkWorkspaceAlertsStorageConfigured to true for log search alert rule resources deployed by the following policy sets:

• Alerting-VM
• Alerting-HybridVM

Is it on the roadmap to enable this feature and if not, would you consider adding it?
