OS, version, SKU and CPU architecture used: Win11 Amd64
Application's .NET Target Framework : NET 6
Device: Laptop
SDK version used: 1.39

Description of the issue

When creating a device with RegistryManager.AddDeviceAsync, the returned device's ETag includes quotes
