Can't build with VS2017 and only targetting Creators Update SDK (min and target)

Scenario: Connect securely from a device running Windows 10 IoT Core to an IoTHub, utilizing TPM.
DevTool: Visual Studio 2017
Target OS: Creators update only.
Test application: Unmodified UWP (created from the VS template).

When adding a connected service (Azure IoT Hub with security mode experimental), I get many nugget package installation errors. After adding the connected service, I am also unable to build my solution (a default UWP). I have attached the a screen dump.

Is this a known issue? Any workaround available? Am I missing something?
