Templates do not contain string translations

The Azure Functions item and project templates do not contain any translations. This results in the dynamic options UI in Visual Studio on Windows and Visual Studio for Mac showing untranslated strings.

'Connection string setting name' and 'Path' are not translated in the above screenshot.

ASP.NET Core templates contain translation strings which are picked up by VS Win and VS Mac via the dotnet templating engine.
